COUNCILS

Below are listed the existing canon councils on Our End. Information on each faction is detailed in the individual posts, and there are positions that can be claimed! All Council canons are natives to this world, and cannot be filled by a canon character from a fandom. Writing one of the leaders will be an extremely important role and as such, applications for the leaders will require approval from all admins before they can become accepted.

THE WITCHES COUNCIL

The Witches Council do not meddle in the affairs of the other species unless it directly benefits them. While they have no personal quarrel with the werewolves, they do not seek to offer them aide, in order to avoid destroying the tentative alliance between themselves and the other powerful species. Mirembe and her council are comprised strictly of this worlds natives, and to date have not accepted anyone from another world into the higher ranks, but have considered exceptional applicants as members (must get admin permission).

They tend to meet in a large house in Camden Town, owned by Mirembe- though in certain circumstances will meet in a basement of a warehouse. The house is protected by a myriad of spells that keeps any but a witch from entering without special permissions, while the warehouse (as it does not belong to them specifically) lacks such protection.

They generally have a low opinion of vampires, stemming from a personal slight from Markus to Mirembe a couple of decades ago (or so the rumour goes, the likelihood is that it was something far more important than hurt feelings) but they keep a cordial, professional relationship to avoid unnecessary bloodshed. They also have a dim view of the refugees from other worlds, as their presence seems to bring forward too many instances where the humans come close to finding out about the supernatural world en masse.

This will largely be filled by most, if not all native witches to London. All native London witches will have received an invitation once their magical ability came to fruition. Import witches will find themselves a part of the faction by default if their former self was born in London, but will be given the option to leave if they wish. Witches who cause enough trouble to be considered in need of a watchful eye/firm hand will be considered 'wards' and not full members, regardless of whether they want to join the Council or not. They are essentially considered the "unruly children" of the council, and are kept under close observation by the elders. The Vampire Council

The Vampire Council loathes werewolves and has a begrudging respect for witches. As a general rule, they see humans simply as a food source, but personal opinions may vary. Shifters are seen as a delicacy, and a high-profile "pet" of sorts. Vampires certainly consider themselves to be the superior race in the city, and it is no secret that on more than one occasion in history, the Vampire Council has sought to obtain complete control over the city and its inhabitants.

As with the witches council, Markus has a tendency to mistrust vampires from other worlds. While at first it must be noted that Markus laughed long and hard the first time someone tried to tell him people really were stepping out of fiction and into their world- he now firmly believes it, and is not entirely pleased. While he doesn't particularly care about humans other than as prey, he begrudgingly accepts that mass panic is not the best route to take- and that would be the case, were vampires to be discovered fully. Markus will rarely accept a "refugee" vampire into his inner circle of advisors, but he will permit them to become members of the council as a whole. Shifters and humans (and to a lesser extent, witches) will sometimes be accepted into the fold as 'kept' blood sources, or as personal "ghouls" to specific vampires. They are considered on the same level as pets, generally, and have no social standing in the council.

Markus rules his council with an iron fist, and any who directly disobey him, or endanger the council will be subject to some rather barbaric and medieval methods of punishment.

The council tends to meet in a large manor house owned by Markus in Kingston. When punishments are to be meted out, they convene in the basement.

Face Claim: Kivanc Tatlitug (Playby can be changed) Markus was born in a viking village, came over to England when the vikings first began raiding in Lindesfarne and stayed. Was turned later in life by one of the shield-maidens from his village in a later raid, whom he believed at the time to be a genuine valkyrie. Whether or not he still believes this is entirely up to you, as is the nature of why she turned him (it could be out of spite for having stayed with the English, or he could have joined in the raid and been injured, and she saw fit to spare him.) Markus is an ambitious, shrewd and cunning individual. He has a cruel sense of humour and no sense of compassion; seeming to take great pleasure in flogging those who displease him, or worse. Time has hardened him into more monster than man, and it is no secret that he seeks to rule over London. He seems to be able to feign respect for Mirembe, but openly has no respect for the leader of the Shifter faction, nor the secretive werewolf alphas. the human council

There is a clear division within the human community in London these days. That being said, the council is supernatural specific. They try and keep it all under wraps, considering there are still people who wouldn't take well to news of supernatural in their very own house or work. Whilst Anne Marie doesn't go to brunch with other leaders, she tries to keep the frail "alliance" together. The human council deals with having to cover for some supernatural happenings; spells gone wrong, bodies drained of blood, etc. As their numbers are small, their job can be thoroughly exhausting.

The council consists of a few key departments, each of them dealing with a different part of the supernatural community. Everyone has a significant part in keeping their city fairly safe and unaware of the supernatural.

Thanks to connections in the parliament, they meet in the Palace of Westminster.

Face Claim: Gillian Anderson (Playby can be changed) Anne Marie was born in London. Her father was the heir to the council, mother was a freelance journalist. Despite the fact that her parents kept trying for a boy, they didn't seem to be able to manage and Anna was the only child. As such, she was spoiled - had gone only to the best schools. She studied law in Cambridge and graduated with a first, somehow managing it despite the fact that her father's condition was worsening by the day. She knew that he wouldn't be able to make her graduation so she arranged to have a few photos with him in graduation garb she bought. Her mum had been with her the entire time and urged her on even after her dad finally passed away. When Anne found that she had been left to be the council leader now, she couldn't hold back the tears. While her dad was sick, it had fallen to Robert, one of her cousins, to be the head. And besides, it was tradition that the eldest son of the heir got to become the leader upon the heir's death. She certainly wasn't a son. But with her mother's support, she made a name for herself and built something. While she's not dealing with the supernatural, she works in a law firm. She had entertained the idea of having her own practice in the past but she was faced with a difficult decision. Her father's legacy or something she'd have to start from ground up. Remembering what a big deal it was to him, she decided to keep the family tradition going. THE WOLF COUNCIL

Council is a strong word for the scattered collection of werewolves with any sort of respect or power in the supernatural community. In fact some might come to believe that they don't exist at all, which is honestly exactly how Silvano wants it. They only ever meet in groups of two and the location is kept so highly secretive that it puts most government agencies to shame. A precaution taken considering the last time the werewolves gathered in a group they were practically slaughtered.

They don't trust any of the other councils ( with obvious reason ) and will usually only send an emissary when they feel the need to interact. Yet don't let this seeming lack of organization and pomp fool you. The werewolves have become masters of appearing scattered and unorganized. Even the fact that there's a very clear alpha at their head is kept a secret. Making it seem as though the few scattered packs across England are constantly bickering among themselves, when in truth they all heed Silvano's every word.

As far as dealings with the other council's go they have almost no standing with the shifters, and are on rocky ground in terms of the vampires and witches. It's a bit hard to get along with people you know want to kill you.

Silvano himself seems to be almost an enigma with nobody but the highest members of the pack actually knowing what he looks like. Though he does know practically every werewolf in London by name and face ( he's met them all in passing too though you'd never know it. ) A type of man that commands respect he earned his role as alpha and has managed to keep it for the last 20 years. If you think that's only because he's a good fighter and has nothing to do with his mind, then you've set yourself up for disappointment.

Face Claim: Christian Bale Those who've seen him would say he looks like your friendly, neighborhood bartender. He's got 'one of those faces' that vanishes into the crowd, or causes people to open up. Even his eyes do little to give away the cunning intellect that hides underneath. One that has managed to turn scattered packs of werewolves into an organized entity while still maintaining the cover of disorganization and rampant chaos. He makes it a point to meet every werewolf personally, though only a small handful of them are every actually told who he is. On the outside: soft, dull, unassuming. On the inside: brutal, calculating, and violently protective of his kind. He came into power as all alphas do, through fighting, but he is as of yet the only alpha to hold his position for so long. Originating from a long line of werewolves he learned control of his bipedal form early, and has taught many other werewolves on the council to do the same. For him, werewolves come first, regardless of where they come from or how they came to be. Though he might not agree with some of their ways, and many of them frustrate him, he will never fail to put them before anything else. His strength is his ability to adapt and change and an eerily strong control over his temper. The sort of man you don't think to fear until his teeth are pressed tightly to your neck. There are currently six smaller packs spread throughout London and the farther reaches of England. All six of the Alphas answer directly to Silvano, and are supported by their chosen Beta. Each pack is named for their Alpha and so names change frequently during takeovers. An Alpha can only be replaced through being defeated in a fight. THE SHIFTER COUNCIL

Shifters can trace their lineage back to the very first shifter that ever walked the Earth. A skin-walker who could change into any form he desired. Half believed to be myth, this ancient ancestor is nonetheless one of the reasons shifters have come to think so highly of themselves. Regardless of whether it's true or not today the shifters have gravitated into sub-groups.

While they are still a cohesive unit they are also far more broken and separated then any of the other species just by nature alone. After all; all vampires are vampires, and all witches are witches...but not all shifters are the same animal. Not all shifters are carnivores, or herbivores. Some are great beasts that deserve respect, some are literal insects. As a result, just like in the animal kingdom, there is a hierarchy to this world and 'packs' where like minded creatures congregate.

It makes a council somewhat difficult to maintain, which is why the heads of the councils come from the 6 main shifter families. These members serve until their death, and are put forth by their families to represent not just their immediate relatives but sometimes even entire towns and villages. Of these six members a leader is chosen who also serves the council until their death and is responsible for approving all decisions, with the power to veto whatever they so choose. This leader must be unbiased and cut ties with any particular family ( but that doesn't always work out )

As far as werewolves are concerned there are only two council members at this time harboring SECRET sympathies for their cursed brothers, the rest ( along with Helena their current leader ) all make their disgust for the werewolf blight quite clear.

Face Claim: Morena Baccarin SHIFT: Predator / feline (Playby can be changed) Helena is not the youngest council leader ever chosen, but she is a force to be reckoned with. A viper with a quick tongue and an even quicker temper. First impressions often lead people to believe she's rash and undeserving of her position, but the other members of the council know better. They've seen how cold and calculating she can be, lacking in sympathy and willing to do everything for her people. She doesn't carry any personal vendettas against the werewolves. There is no tragic past being harbored by a stone cold heart. Helena was simply raised by one of the oldest shifter families in London, brought into this world with a silver spoon on the tip of her tongue and anti-werewolf sentiments whispered in her ears from the cradle. She thinks all werewolves should be killed, or worse and doesn't bother hiding that fact. She doesn't much like vampires or witches either, but at least she can tolerate them. As far as humans are concerned, her opinions are neutral, bordering on disinterested. Admin accepted plot connections; - Thoroughly despises werewolves - doesn't much like vampires either. - accepts newcomers with open arms. - frustrated with florian's willingness to accept everybody.

These people are their connection to the families ( which are often very large and widespread ) that they are meant to represent.
